The city is a cubic building 20km on a side, held together using weak nuclear forcefields, with 100million occupants. The washingmachine-looking cutouts are to allow the maxiumum number of occupants have real external window views. Surrounded by parks and farms and wilderness. Built and by the Rio-Tycho-Disney-Yutani incorporation (probably!)
